Memory stays around 3508 mhz. So my GPU at idle desktop stays around 36c. Voltage .887/1.087 respectively. Not going to kill it I am sure, just annoying.

Having lower than normal performance usually comes along with a change somewhere else. In task manager is just the game using GPU resources?
